Cargo area hook loops?

I can't remember what they're called? But I was wondering if anyone knew if there was anything important under them? Reason being that one of the hoops keeps popping out and so I was thinking of pulling them out and screwing in some eyelets in? Just wanted tom double check before I do this?

Replaced the ones on my XJ with some from a 90's Blazer, just punched some new holes and put some nuts on the bottom side. Much more beefy than what there was.
