Removed Stock Plastic Fender Flares, Metal Piece Sticking Straight Out?

I removed the stock plastic fender flares and the fronts revealed an annoying looking metal piece, picture attached. Do I need to cut this? Is it removable some other way? Did I just miss a bolt somewhere?

I am pretty sure it is a cut job but if you do you can not put the stock fenders back on

look up from bottom of bracket, there should be spot welds or something if its attached other than with bolts
